Abstract: The guide will support the U.S. President’s Malaria Initiative (PMI) Measure Malaria (PMM) countries to create, own, and implement a standardized process of developing, maintaining, and updating a country-specific data dictionary. The process will include defining, reviewing, revising, and updating (as needed) the routine health information system data structure, indicators, data elements, and points of disaggregation. This guide will clarify the processes and protocols for creating a new data dictionary or updating an existing one and supporting its accessibility to a broad spectrum of users at national, subnational, and facility levels.
